[amsat-bb] VUCC Awards/Endorsements for August 2017

It's some kind of bug that is taking longer to fix than you would think is necessary. I made a change to my rules to test some theories and now have over 200 grids showing as new. Oddly enough, when totaled with awarded it still does not reflect the correct amount. Any requests on the status seem to go unanswered by the ARRL.
