[amsat-bb] Current state of "STARS-C/Hagoromo"

SatNOGS community managed to get Mother satellite signal on 2017-05-20
via KB9JHU station.
I have decoded CW data here. I'm going to add them later to the given
We are going also to schedule more observations on both mother and daughter.
