[amsat-bb] SatPC32 CAT control and HDSDR via VSPE

Hi Tom,
with FM sats the SatPC32 control "V" ( for "VFO") goes to "V-". Click it 
to "V+", then all tuning functions work like they do with SSB sats. When 
you tune HDSDR SatPC32 will follow and vice versa.
FM sats work in fix channels, therefore the program disables the VFO 
feature by default.
