Yes. The deadline to upgrade your password was this week. Go to Space Track and log in. If you need to, it will take you to the form. Then update and save the password in TLE Retriever 3. No upgrade necessary. If you have an incorrect password, it will give you exactly the errror message you reported. You will probably see that the download in fact did not work, showing 0 files downloaded, but no error message is generated.
