[Namaste-dev] Downlink "New Block" versus "Repeated Block"?

I saw references, at least in some of Matt Ettus'
presentations, to the notion that the ACP payload may
repeat a block.
Why would the ACP payload repeat a block? Is this
intentional or accidental? Or, does the ACP simply
transmit its buffers whether a new block has been
received or not? That is, is this really a
"block occupied" versus "block unoccupied" flag?
