[keps] KEPs Late this Week and Japan's PROITERES Launched 9-9-12

Sorry for the late KEPs this week.  My father (90 Years old) is in hospital 
with pneumonia, but is doing well and will go home next week.  I dropped 
everything to be with him.

Japan's PROITERES satellite has been successfully launched from India's ISRO 
Satish Dhawan Space center on 9-9-12 at 04:23 UTC. I have not seem KEPs for 
this news satellite, but will keep looking. See
