[keps] Catalog Number Change for JUGNU and SRMSAT

Air Force Space Command's SpaceTrack website has swapped the Catalog Numbers for 
JUGNU and SRMSAT. The Satellite name/catalog numbers are now as follows:

JUGNU/Cat# 37839
SRMSAT/Cat# 37841
