[keps] Changes to AMSAT KEPs as of 9-4-08

The following satellites have been dropped from the AMSAT KEPs:

1.  PO-28  Cat # 22829 has become a Silent Key.

2. SICH-1 Cat # 23657 has re-entered.

3. NCUBE2 Cat # 28897 has never been heard.
