What a "carrot" that would be to dangle in front of a university Cubesat 

"Here, fly this RF package for free...  The only condition is that it 
becomes available to the amateur satellite community at large once your 
mission objectives are met."

We should have a bunch of these on the shelf, ready to hand out as soon as a 
group announces their intent...
