Dear all Ham every region,
Thailand at the present, the government sector called The National Telecommunications Commission or NTC has opened the public discussion about the Regulation of The National Telecommunications Commission for Amateur Radio Service Buddhist Year 2550. If this regulation announce, it will be subjected to all ham radio in Thailand whether they are Thai citizen or other nation. For the discussion, they would like to have technical documents with the information that can be referenced to propose to NTC within September 7th, 2007. We, Thailand Amateur Radio Satellite Corporate or TAMSAT Group, have found some problems within this regulation as followed:
Section 3.3.1 says that the station of amateur radio for amateur satellite service is allowed to use transceivers that have maximum output power not more than 10 watts and use the directional antenna only
But in the actual operation, the amateur satellite service can be used with the smalles omni antenna such as rubber dack antenna or mobile antenna to communicate. For the example in URL http://rcfo.batcave.net/fo29movil.html, they use only mobile antenna and omni antenna to communicate via FO-29 satellite.
For section 3.3.2 says that if the use of 145.8000-146.0000 MHz uplink radio frequency causes the satellite to transmit downlink radio frequency 435.0000-438.0000 MHz and it will disturb the use of UHF radio frequency that used in Radiolocation Service or Fixed Service or the satellite transmit downlink radio frequency outside of 435.0000-438.0000 MHz, the Amateur Radio Stations have to stop using 145.8000-146.0000 MHz immediately. But, again, in the actual operation, the signal from satellites in UHF frequency between 435.0000-438.0000 MHz is transmitted downlink radio frequency with very low maximum output power. Even we can receive with the small omni antenna with RF amplifier to amplify the received signal, we can receive in short period of time, lets say not more than 15 minutes only. (LEO satellites) Therefore, it almost impossible that the signal will disturb the use of UHF radio frequency in other services.
For this reason, TAMSAT Group would like to ask for kindly help from Hams that use amateur satellite service around the world. It would be very appreciated if you could send us the information such as technical documents, still pictures, or video clips of the station of Ham radio for amateur satellite service and also the information about the RF noise disturbance of using UHF radio frequency between 430.0000-440.0000 MHz in Amateur Radio band in every region. TAMSAT Group will use these information to propose to The National Telecommunications Commission of Thailand afterwards.
