The dsp code in PowerSDR, which is also available for Linux as dttsp,
does have audio processing in it. It is not broken out but if you (say)
wanted to run it as this, you have the source code (GPL) and could
simply excise or bypass the IQ signal demodulation and go directly to
the audio processing capability. In fact, I encourage somebody to take
the stuff and do exactly that.
